Do changes in cost distrubution affect an employee's insurance eligibility?
No, changes in cost distribution do not affect insurance eligibility. Benefits eligible employees with an FTE of 50% or greater are eligible, regardless of funding source.

Do changes in cost distribution require creating multiple PCRs?
PCRs are only created for the time period when the funding can be assigned at 100%. Most grant employees will have several changes in Cost Distribution PCRs created in one fiscal year.

What is the SAP fund cost distribution information for grants?
- SAP default fund for grants is 8999999999.
- Grant funded positions (positions consisting of more than 50% grant funds), will have 8999999999 as the fund on the position cost distribution information.
- Organizational Assignment (IT0001) should always have the default 8999999999 fund on the person record in PA20 when in a grant funded position.

What percentage of grant funds must be allocated to qualify as a grant funded position?
Grant funded positions consist of more than 50% grant funds for the cost distribution.

When does grant funding go on an employee's PCR?
Grant funding only goes on the PCR for an employee’s cost distribution, never on a position.
Grant Expiration

Does the funding for grant employees have an end date?
The funding for grant employees can have ending dates, however, a funding end date does not end an employee’s appointment or employment.

What do I need to submit if a grant is expiring?
If a grant is expiring, a change in cost distribution PCR will need to be submitted with the new end date of the grant. This helps keep a clean audit trail of the changes made.

Are employees hired under a grant eligible for Staff Development Leave?
No, the staff educational development leave is only available for regular non-grant full-time staff employees who are U.S. citizens or resident aliens and who have been employed at the university at least one year and who are not students as a condition of employment are eligible to participate in this program. UPPS 04.04.35

I am an out-of-state employee/working off-campus, do I have to attend N.E.W. in person?
Human Resources can conduct N.E.W. I via Skype if the employee won’t be coming to campus at all. Please contact hr@txstate.edu.

What do I have to prepare for changes in wireless allowances?
Wireless allowances on grant funds that need to be changed, must be ended by the department with a PCR, and a new PCR needs to be submitted with the new cost distribution.

How can I award merit to a grant funded employee?
Grant funded employees awarded merit can only be awarded merit by PCR with the Change in Pay PCR, using the reason code: Merit.
